EDICTUM CENSORIUM DE RELATIONE CENSUS 2772 AUC


With the completion of census registrations and the celebrations of the ceremonies of the Lustrum, we, the censores suffecti A. Tullia Scholastica and C. Tullius Valerianus Germanicus, speaking also for the past censores who started and presided over the current census the former censor Sex. Lucilius Tutor and the the late censor Cn. Cornelius Lentulus Alexander who passed away under the census period, hereby officially edict, declare, proclaim and announce the Census of the Nova Roman People of the Quirites and the Nova Roman Republic completed and closed. The Nova Roman People, all of our citizens who registered on the census, have been ritually purified and lustrated and renewed for a new period, and propitious blessings from the gods immortal of the Roman people are now being received for the lives of our citizens and for new works in our mission to restore the Roman nation, state and culture. This edict contains the "Relatio Censús Q. Arrio Nauta et P. Annaeo Constantino Placido consulibus" (Census 2019 Report) which reports the census period that started in the consulship of Q. Arrius and P. Annaeus (11 March 2019) and was completed in the second consulship of Q. Arrius and in the third of T. Domitius (31 December 2020).

The current census was completed in two periods, started under the censorship of Sex. Lucilius and A. Tullia, followed by a pause due to the political changes after the collapse of the coup regime and re-acquisition of the internet assets of Nova Roma, including the Censorial Database, and re-started this year, under the censorship of A. Tullia and Cn. Lentulus, especially this December, under the suffect censorship of A. Tullia and C. Tullius. The following offices conducted the current census:

I. Summary and Introduction

The Censores conducted a census of all citizens of Nova Roma from a.d. V Id. Mar. Q. Arrio Nauta et P. Annaeo Constantino Placido cos. (11 March 2019), opening the census with the EDICTVM CENSORIVM DE LEGIBVS CENSVI CENSENDO. That edict contained the legal basis and regulation for the current census. This present edict contains some more regulations that were not previously proclaimed:

I.A.1. The last complete census was held in P. Ullerio C. Equitio cos. (2011). Partial census was held in L. Sulla (III) cos. sine collega (2013), without registration of the citizens, only with a lustrum ceremony. Due to the internal conflict ("coup d’état of Caesar and Sulla" and "civil war"), the census of the year M. Pompeio Sex. Lucilio cos. (2015) was aborted and the illegal tyrant destroyed the Census Office that was about completing the census, led by scriba C. Claudius Quadratus. We would like to remember and recognize the hard work of C. Claudius Quadratus, which was sadly done in vain in M. Pompeio Sex. Lucilio cos.

I.A.2. At the Completion of the Founing of the Nova Roman Nation ritual, as the required religious and ceremonial act of founding, a ritual census and lustrum was held on Id. Oct. Sex. Lucilio, C. Claudio, P. Annaeo, Q. Catulo. tr. mil. cos. pot. (2017), by interrex and rex sacrorum Cn. Cornelius Lentulus Alexander. That census and lustrum united the world’s renascent Roman People with the Nova Roman People and made the two one single body politic by the acquisition of the Nova Roman Republic by the renascent worldwide Roman people, the Quirites. This was the last lustrum conducted, and the first one opening our new era. The current census and lustrum concludes our first period of life in the new era of Nova Roma since it has been united with all people of Roman identity of the world.

I.B.1. The current census was started by censores Sex. Lucilius and A. Tullia, and the censores would like to recognize C. Claudius Quadratus second involvement with the census under the censorship of Sex. Lucilius and A. Tullia: he started the registration process of the current census and single handedly registered about 150 citizens and laid the foundation for the completion of the census next year, after a break caused by the tragic and very said passing of censor Cn. Cornelius Lentulus Alexander. The censored also would like to recognize and praise the work of Ap. Curius Rullus who processed at least 500 registrations with heroic and exemplary diligence and dedication, and the chief of the censorial staff, Cn. Lentulus the Younger who completed a similar amount of work.

I.B.2. The current lustrum has been performed today by censor C. Tullius Valerianus Germanicus, augur, also in the name of censor A. Tullia Scholastica, assited by pontifex Q. Caecilius Metellus Pius Postumianus and advised and instructed by pontifex Cn. Cornelius Lentulus.

I.C. Resolved by this edict and under the authority of the senatus consultum ultimum, the current census automatically (without the need of registration) includes, besides those mandated by the leges, not only the new citizens of the census years (2019-2020), but also the new citizens who arrived after the coup and aborted last census attempt, in the years Cn. Lentulo T. Domtio cos. – C. Claudio T. Domitio (II) coss. (2016-2018), because they could be registered lawfully only after the beginning of the current census in Q. Arrio P. Annaeo cos. (2019). This involved 98 citizens. The current census automatically includes also those liberator citizens who joined the legions of Nova Roma as reservist members fighting by legal means for saving Nova Roma (in macronational term plaintiffs), as they were the most active and most deserved citizens in this census period to whom we can thank that Nova Roma still exsists today.

II. The results of the Census

II.A. The results of the census of the Nova Roman People is the following: at the moment of the closing of the census, there are 929 citizens registered on the census, and we have 5596 Nova Roman citizens of different legal statuses in total. The number of people who have ever been citizens of Nova Roma, together with those who passed away or renounced their citizenship, is 5939 according to the present statistics and calculations of the Censorial Office.

II.B. Before the start of the census, there were 1495 active (census registered) citizens, accumulating since the last completed census in P. Ullerio C. Equitio cos. (2011).

II.C. The total number of Nova Roman citizens (census registered, active citizens, and unregistered, disappeared citizens) is 5596, out of which number 929 are currently registered good standing citizens, and 4667 failed to answer this or any of the past censuses of Nova Roma. Out of the current 4667 unregistered citizens, the number of those formerly census registered citizens who haven’t answered the current census is 763; the others didn’t respond to previous censuses. The surplus difference between the number of those have become inactive by this census and those who registered on the current census comes from the number of returning citizens who were not registered before this census (who failed to register on previous censuses) but who returned now upon the general call to all unregistered inactive citizens and currently registered active citizens of Nova Roma.

II.D. At the moment of the closing of the census, Nova Roma has 55 pending citizens in provisional approval who can become full right citizens in any moment, 430 peding citizens who haven’t yet confirmed their intention to join or haven’t yet decided on their name, or who possibly still ponder joining Nova Roma, and 4 incoming applications for citizenship.

II.E. At the moment of the closing of the census, the number of all citizenship applications that the Censorial Office has ever received for Nova Roman citizenship is 16681, out of which number a great percentage were repeated applications by the same applicants. There have been at least 9427 individual applicants for citizenship since the founding of Nova Roma according to the statistics and calculations of the Censorial Office, 3488 of whom have never completed their process of obtaining citizenship.

V.D. The Assidui and the Classes and Centuries

The number of tax paying citizens, the assidui, representing the elite of Nova Roma, at the time of the conclusion of the census is 121. In comparison, in many of the previous years this number was well below 100, sometimes around 60-70. The current 121 assidui are distributed by the censores into classes and centuries and rural tribes as follows. It shall be noted that during election 6 Extra Centuries were added to compensate for the disproportionate number of 3rd Class citizens. The censores who that the recent lex Arria de censu civium aestimando will correct the disproportionate nature of classes by the new Census Point system. The censorial distribution of assiduus citizens in classes and centuries based on their census can be seen in this table:

EDICTUM CENSORIUM DE PROBATIONE ET RECOGNITIONE EQUITUM


As is required by tradition and mandated by the lex Cornelia de classibus et de ordine equestri, the 'senatus consultum ultimum on a special authorization to elevate meritorious citizens to the equestrian order’, and the 'senatus consultum ultimum de classibus et centuriis et tribubus’, that the censores review the list of equestrians, the equites equo publico and the equites equo privato, award meritorious citizens with public knighthood, remove those who failed to uphold the standards or who have not paid their taxes, and to recognize those who merit this dignity according to the requirements of law. We, the censores A. Tullia Scholastica and C. Tullius Valerianus Germanicus, hereby conduct the probatio et recognitio equitum as part of the closing acts of the current census of the Nova Roman People of the Quirites.

EDICTUM CENSORIUM DE LECTIONE SENATÚS


        As is required by tradition and mandated by the lex Popillia senatoria, we, censores A. Tullia Scholastica and C. Tullius Valerianus Germanicus, proclaim the lectio senatus as part of the closing acts of the current census of the Nova Roman People of the Quirites.



I. The number of senatores


After each census the censores shall declare a maximum number of senatores, according to the instructions of the lex Popillia senatoria. This number shall be 18 according to the calculations based on the lex.

Fabius Maximus and Sta. Cornelia Valeriana Iuliana Aeternia, who are removed for their conduct, and T. Flavius Severus, who is removed due to his conflict of interest:

II. There are still some governors who didn't report and some important officers who didn't pay the taxes. Hereby I officially reprimand those governors in a verbal reprimand who haven't submitted their provincial reports: the people of the Nova Roman Republic is disappointed in your sense of duty. Please rectify this situation and restore the confidence of the Nova Roman people in you. I have confidence in you that you can rectify this, and fulfill your duties, therefore I give one more extension, see section IV,

III. The curator rei informaticae (chief information officer) of Nova Roma, Cn. ROGATIO HORTENSIA DE LEGIBUS SCRIBUNDIS (Text of the Law Proposal)

The purpose of this law is to make the Nova Roman legal system more Roman, more authentic and in harmony with with mos maiorum the restoration and celebration of which is the mission of Nova Roma.

I. The Roman names of leges

All leges of the Nova Roman people, the Quirites, past and future, shall be named after the magistrate who put them to vote and presided over their enactment. Even if the actual author who wrote the lex was a different person, regarding the auspices of the law and according to the Roman principles of formality, the legal author is always the convening and presiding magistrate and all leges shall be named after that magistrate. The name of the law shall derive from the nomen gentile of the magistrate.

I.A. It is possible for a lex to bear two names of the two magistrates if the convening magistrate wants to recognize the authorship of his or her colleague. The following options shall be permitted: a lex can be named after the two consules, after two praetores or after two of tribuni plebis. No other combination of magistrates is permitted. If the authoring officer was is a special officer, for example a dictator, consular tribune or other kind of officer with the power to legislate, the lex shall be named after the authoring officer, but with a maximum of two authoring officers of the same rank and title.

I.B. It shall be possible for a presiding magistrate of a legislative comitia to have a co-chairman who is a colleague in the same office for the session and to name the lex after the co-chairing colleague. Alternatively it also shall be possible to hold two comitia sessions at the same time, in complete concert regarding the schedules of the sessions, jointly with another magistrate and to name the lex after the magistrate convening the joint session. However, a lex can bear the name of the colleague of a single chairman presiding magistrate, too, if the presiding magistrate decides so, as described in section I.A.

II. Latin descriptive titles for all laws

The names of leges, including the Constitution and the Constitutional Amendments, which shall also be considered a special lex, of senatus consulta, decreta pontificum, edicta and all kind of legal documents shall be in Latin, formulated according to Roman customs. Incorrect names (whether they are incorrect in grammar or vocabulary only, or in the traditional way of phrasing certain Roman ideas and expressions) shall be corrected under the supervision of the praetores as described in section IV.

III. The Roman format of laws

All laws of Nova Roma shall be phrased and written according to ancient Roman formal requirements. These requirements shall be investigated and described by a committee consisting of at least two officially recognized Latinists and Classical Philologists, appointed to this task by the praetores. This committee shall revise and correct all legal documents, past and future, to ancient Roman format. The enactment of the correction shall be done under the supervision of the praetores according to the method described in section IV.

IV. Correction of laws

All existing and former laws (legal documents) and their names shall be revised and corrected the way as it is regulated in this law to meet the Roman standards described in this law, and to meet the standards of the grammar and orthography of the language in which they are written.

IV.A. The fixing of unauthentic and un-Roman elements, the addition of the missing Roman features shall be enacted in a form of edict by a praetor with the approval of the committee mentioned in section III. The members of the committee shall be mentioned in the edict.

IV.B.1. The correction of English or Latin (or any language) grammatical and idiomatic mistakes in the laws (all types of legal documents) corrected by the curator rei informaticae under praetorian supervision, described by the lex Equitia de corrigendis legum erratis, shall be likewise published in a form of edict by a praetor.

IV.B.2.The correction of simple mistakes of orthography and typology need not be enacted and published in an edict, but changes which alter words and phrases other than orthography or typography done according to the lex Equitia de corrigendis legum erratis shall only be made and shall only take force if these changes are listed and published in an edict by a praetor. It shall not be enough to publish only the corrected text of the law in the edict, the changes made to the text or to the name must be listed point by point, item by item.

IV.C. In the process of correcting the names of the leges, the name of the legislator of a lex after whom the lex was named may not be changed if the person was a consul or praetor (if the lex was made in a comitia centuriata or comitia populi tributa) or a tribunus plebis (if it was made by the plebeian assembly) at the time the lex was enacted, even if the person wasn't involved in the convening or presiding of the comitia which enacted the lex.

IV.D. It shall not be possible to change anything in any legal text in any other way than as described in this law.

V. Modification of laws

If a law is modified by another law, the modified law shall contain the original, unmodified text, and the new, modified text, too. The modifying laws and the modified sections shall be noted in the publication of the modified law. Each modified version of a law shall be displayed in full text separately but in the same page (or available from the same page, the matrix page of that law) in the tabularium. The current version of a law shall always be the first and most prominent, most easily available text of the law in question. The praetores shall decide in edict about the interpretations whether a certain law modifies, supersedes or repeals another law or not when it is not clearly stated in the law itself.

In order to implement paragraphs 5 of the Declaration of Nova Roma, I, Titus Flavius Severus, Praetor Novae Romae hereby create the project "Munificentia Romana".

This undertaking is dedicated to the memory of the pious man, resident of Sarmatia and good Roman Octavius Flavius Viscellinus, who died from the consequences of COVID-19. The "Munificentia Romana" aims to help those who are in need caused by the pandemic. Since the medical field is beyond our capabilities, the project is intended to help those whom we can really help, those who have lost their jobs, income and livelihoods as a result of the epidemic.

To implement the project, attract gratuitous funds allocated by prior agreement with the Provincial Council of Sarmatia from the budget of the Provincia Sarmatia.

The procedure, addressees and volumes of charitable assistance are determined by the decision of the project participants (working group).

Let the memory of the pious Roman Octavius Flavius Viscellinus live in our good deeds, through the "Munificentia Romana".

I hereby authorize Ædilis Plebis Gaius Artorius Præconinus to form a Workgroup consisting of himself, his colleague Quintus Vergilius Crassus, Quæstor Decimus Aurelius Ingeniarius and Consul Titus Domitius Draco, in order to discuss the running of the Macellum and the possible creation and management, in the near future, of a currency for the Res Publica, as well as other matters concerning the Ædilitas. The Workgroup is also hereby authorized to discuss such matters indipendently from myself and without any interference at all from myself, although I shall retain a position as the group's ultimate referee ,for approval of their discussion.

EDICTUM TRIBUNICIUM DE COMITIIS PLEBIS TRIBUTIS CONVOCANDIS

I. Authorized by the consul Q. Arrius Nauta based on the relevant senatus consulta ultima and the lex Cornelia Domitia, I determine the rules and schedules of the following sessions of the Comitia Plebis Tributa.

II. The Contio begins immediately at 09:00 AM. Under the current procedure, campaigns and debates about the rogationes (proposals) are allowed from now on through the last day of the voting session. The schedule for Comitia Plebis Tributa is the following:

Our website is currently under the process of repair and hopefully soon we will be able to turn back to voting mechanism through our website, but currently voting still shall be conducted by e-mail. The e-mails containing the votes shall be sent to an e-mail address, designated as the Cista, which will be published LATER so that inadvertent citizens may not start voting prematurely now.

IV. The voter's e-mail must contain the full Roman name of the voter (or must be otherwise clearly identifiable) and the selected candidates' names. A public ballot email will be posted to the Main List Forum of Nova Roma, and voters should copy the list of candidates, paste it into their vote email, delete the name they don't endorse. The list of candidates will be posted at the time of the voting Comitia, as the Call for Candidates is still open.
