Item IV - Senatus Consultum on Database and Server Migration

The Senate, in recognition of the need to maintain access to and control of the corporation's information assets and technology services decides:
  1. The CIO may solicit bids for consulting services necessary to complete the migration.
  2. The Information Technology Task Force (ITTF) and the CIO will jointly evaluate all such bids.
  3. The ITTF is authorized to accept bids on behalf of the corporation for consulting services related to the migration if:
a) Three or more bids for the work are received.
b) All such bids are based on the same requirements and information regarding the work to be performed.
c) No bidder shall be given information that is unknown by or not provided to other bidders.
d) No bidder shall be given special treatment or consideration withheld from other bidders.
  1. The Senate authorizes the CFO of Nova Roma to make such monetary payments as are necessary to ensure a safe and thorough migration of data and services from the current server located in Sweden to a server located in the United States of America to the maximum amount of $3 000 US.
  2. Any amount above the stipulated in IV needs to be approved by a new Senatus Consultum.
  3. This authorization shall last until the Senate decrees otherwise.

Item V - Senatus Consultum on Outreach into Second Life

  1. The Senate decrees that the electronic meeting place known as Second Life, operated by Linden Labs, is to be considered as a province of Nova Roma, within the boundaries of any location within Second Life that is under the joint care, custody, control by means of rental, be it from Linden Labs directly or from a third party owner/renter within Second Life, of Gnaeus Iulius Caesar and Titus Iulius Sabinus and which they have identified as a Nova Roman outreach area.
  2. As such a province within the limits of any rental agreement for such area(s) the leges and other legal instruments of Nova Roma shall have effect within such an area(s).
  3. In recognition of the importance of building lasting, productive links with influential members of Second Life who are not Nova Roman citizens, the Senate decrees that in respect of any area that falls under Section 1 above, that as a province it shall be administered collegiately by Gnaeus Iulius Caesar and Titus Iulius Sabinus, who shall each hold the position of governor and the title of proconsul of the collective whole of any such Section 1 area. Administration of sub-areas of the whole, or tasks, are at the collegiate discretion of Gnaeus Iulius Caesar and Titus Iulius Sabinus.
  4. The length of the appointment of Gnaeus Iulius Caesar and Titus Iulius Sabinus shall be five years. On the anniversary of the enactment of this Senatus Consultum, they shall each be automatically prorogued in their positions as proconsuls of such area(s) for a further five years, unless one or both of them dies, or resigns their position or resigns their citizenship, or unless one or both are dismissed from such position by the Senate by means of a Senatus Consultum. Should one alone be removed or resign from such a position, this shall not affect the appointment of the other.
  5. In addition to being considered a province of Nova Roma, such areas in Section 1 are deemed to be an official outreach project of Nova Roma, managed by Gnaeus Iulius Caesar and Titus Iulius Sabinus on behalf of Nova Roma, and eligible for such financial support and defrayment of costs as is deemed appropriate by the Senate Finance Committee.

Item VI - Senatus Consultum on Access to the Censorial Database

  1. The Senate decrees that access to the censorial database, as a corporate asset of Nova Roma Inc., is restricted to those Nova Roman citizens who have been specifically approved by the Senate.
  2. Only Nova Roman citizens may have authorised access, by the means laid out below, to the censorial database.
  3. The Censors and any person who is a Director of the Corporation and who has been authorised by the Censors or by another Senatus Consultum, are not subject to the approval process laid forth in this Senatus Consultum.
  4. The method of approval shall be by means of Senatus Consultum enacted by a simple majority, where each such individual shall have their full Nova Roman name specified.
  5. Such access as granted at Section 4 shall only be valid for one year and at the expiry of that year a further Senatus Consultum must be obtained. All censorial database passwords must be revoked upon such expiry and only re-issued when the Senate approves another year of access for such a person.
  6. The Censors shall not authorise any person to have access to the censorial database by any means until such time as the Senate has approved that person’s access.
  7. The Webmaster/CIO or other person performing such a role that involves issuing passwords for the purpose of access to the censorial database shall not issue such a password to a person not authorised by the Senate as above.

Item VII - Senatus Consultum on the Assignment of the Province of Activity to the Senior Consul for 2768 A.U.C.

  1. The senior consul for the year 2768 A.U.C. is instructed by the Senate of Nova Roma to pursue the following items to a successful completion on or before the date indicated during his/her year in office. The senior consul shall post a progress report monthly to the Senate, by means of posting to the Senate list, detailing the steps he/she has taken to bring these items to a successful conclusion. Between December 1st and December 15th of 2768 A.U.C. the senior consul shall post his/her final progress report to the Senate list. If he/she has not brought any item below to a successful conclusion, then he/she will explain in detail to the Senate the reasons for his/her failure to do so.
  2. The senior consul shall complete the transfer of the website from the current host to a US based company as per the terms of the Senatus Consultum on the creation of an Information Technology Task Force.
  3. If the senior consul is the only consul elected/appointed for 2768 A.U.C. then the Province of Activity Senatus Consultum designated for the Junior Consul for 2768 A.U.C. shall become the responsibility of the senior consul, who shall be bound by its terms and contents as if they appeared in this Senatus Consultum.

Item VIII - Senatus Consultum on the Assignment of the Province of Activity to the Junior Consul for 2768 A.U.C.

  1. The junior consul for the year 2768 A.U.C. is instructed by the Senate of Nova Roma to pursue the following items to a successful completion on or before the date indicated during his/her year in office. The junior consul shall post a progress report monthly to the Senate, by means of posting to the Senate list, detailing the steps he/she has taken to bring these items to a successful conclusion. Between December 1st and December 15th of 2768 A.U.C. the junior consul shall post his/her final progress report to the Senate list. If he/she has not brought any item below to a successful conclusion, then he/she will explain in detail to the Senate the reasons for his/her failure to do so.
  2. The junior consul shall initiate a series of measures that result in an increase of at least 10% in the number of assidui tax payers, where the 10% increase is based on and calculated using the number of tax payers in 2767 A.U.C. as recorded by the CFO of Nova Roma.

Item IX - Senatus Consultum on the Process of Approval of Citizenship

  1. The Censors must personally approve grants of citizenship and this task cannot be delegated to censorial scribes.
  2. At least one Censor must endorse on the censorial database log, using his or her own censorial ID, that he/she has approved the grant of Nova Roman citizenship to the applicant for citizenship.
  3. Should the Censor at Section 2 not approve the grant of citizenship, then he/she should endorse the reasons why on the log.
  4. Any person whose censorial log does not have such an endorsement of a grant of citizenship as at Section 2 above shall not be considered to be a citizen of Nova Roma.
  5. This Senatus Consultum is not retroactive.

Item X - Senatus Consultum on the Award of the Title Pater Patriae to Lucius Cornelius Sulla Felix

The Senate decrees that in recognition of the work of Lucius Cornelius Sulla Felix, a pivotal and central figure for many years in Nova Roma, in support of the task of rebuilding and strengthening Nova Roma, especially during his recent consulship, and his total dedication to Nova Roma, as evidenced most recently by his participation in Nova Roman affairs during a period of hospitalisation and subsequent recuperation, as well as his long history of years of service to Nova Roma, that he, Lucius Cornelius Sulla Felix, be awarded the title of Pater Patriae.

Item XI - Senatus Consultum on the Process of Dealing with Misinformation/Falsehoods in Citizenship Applications

  1. In the event of a citizenship application being subsequently rejected by both censors, after the grant of citizenship, as void due to misinformation/falsehood contained within the application form, Nova Roman citizenship is automatically forfeited by the person in question and deemed void as though it had never been granted.
  2. The point in time when forfeiture in Section 1 occurs is the point when the citizenship application is submitted to the censors, regardless of when the misinformation/falsehood are subsequently revealed/discovered.
  3. In these circumstances if the person wishes to obtain Nova Roman citizenship subsequent to the discovery of the misinformation/falsehood, a new application form must be completed and submitted by the person and the form with the misinformation/falsehood must be preserved intact and unaltered for future reference, but must be cross-referenced in the log to any subsequent application form submitted by the person by quoting the application form number, and vice versa on the subsequent form.
