Magistracy overview



The praefectus rei publicae administrandae ("prefect of the administration of the republic"), or praefectus rei publicae for short, is a constitutional position in the Nova Roman state, in corporate terms the Chief Executive Officer (CEO) of Nova Roma, Inc., and is the Nova Roman version of the ancient Roman praefectus urbi. The praefectus rei publicae administrandae has no government power on his own, but he acts in the name of the consuls according to, and in the extent of, their will.

The praefectus rei publicae administrandae is responsible for ensuring the smooth running of the bureaucracy and administration of Nova Roma, and for the supervision and coordination of the various independent magistracies, apparitores, offices and departments of the state, according to the orders and government policies of the consuls. The praefectus, by modern analogy, is the "prime minister" of the consuls, the chief executive of the consular government, and must implement the policies and politics of the current consuls. The praefectus may not act on his own, but he shall always act in the name of the consuls, and has no power other than delegated to him by the consuls, and to the extent determined by the consuls, as they seem necessary. The praefectus can act as the deputy and representative chief minister of the consuls.

The praefectus is appointed by a the joint decision of both consuls until removed from office by another joint decision. As the most important duty of this job is to ensure the effective and uninterrupted professional, legal and functional running of the corporation of Nova Roma, a very thorough understanding of both macronational and Nova Roman law, due procedure, corporate expertise and long time experience as an active administrator of Nova Roma are expected skills in this job.

The praefectus rei publicae administrandae has the ius edicendi to issue edicts and to appoint assistants within the sphere of the duties of the office.

This office has been merged with an earlier office, the shorter "praefectus rei publicae," which was a fully empowered deputy of the consuls to act in case of their absence or unavailability. The praefectus rei publicae was not simply the chief supervisor and coordinator of the consular administration working under consular guidance, but a wholesale substitute and full deputy for the consuls to stand in for them when they cannot perform their duties. The shorter title office "praefectus rei publicae" was the exact equivalent of the ancient Roman "praefectus urbi," the deputy of the consuls whom they appointed in their absence to govern the Rome. According to current practice in Nova Roma, the praefectus rei publicae administrandae and the praefectus rei publicae appointments are merged, and the shorter title is used when the praefectus shall stand in for the consuls in a form of complete substitution.

The office department of the praefectus rei publicae administrandae is the Officium Administrationis Publicae, which was created under the Senatus consultum ultimum de officio rei publicae administrandae and further defined by the Senatus consultum ultimum de curatoribus publicis.

OFFICIUM ADMINISTRATIONIS PUBLICAE

The Officium Administrationis Publicae or Office of Public Administration, operates under the supervision of both consuls, and is responsible for the functioning of the public service system and for civil service within Nova Roma. Officers appointed to the Office of Public Administration are very experienced individuals tasked with helping and coordinating the work of all other magistrates and their staff in the name, and under the imperium, of the consuls, and coordinated by the praefectus rei publicae administrandae.

The Officium Administrationis Publicae connects the individual offices of each magistrate with the consular administration to ensure quality assurance in each magisterial office of Nova Roma. It also supervises all apparitores in Nova Roma, maintaining a historically accurate system of their organization.

The praefectus rei publicae administrandae has potestas to manage his office, to issue edicts relevant to his office and to appoint apparitores.

The departments of the Officium Administrationis Publicae

  • Officium Aerarii: The Office of the Treasury, managing the finances of Nova Roma
  • Officium Rei Informaticae: the Office of Information Technology, managing the websites, and all IT assets of Nova Roma
  • Officium Censorium: The Censorial Office, managing the status of the citizens, the registry and directory of citizens, and the long term policy about public property

Cohortes Forenses Rei Publicae

The Cohortes Forenses Rei Publicae are the tools of the praefectus rei publicae administrandae to coordinate the harmonized and synchronized operation of the entire Nova Roman government and law enforcement, and to fulfill his duties as chief executive officer and powerhouse of the consular government. Members of the Cohortes Forenses Rei Publicae are termed milites forenses rei publicae (or milites urbani when reenactors), and their primary function shall be to serve the praefectus rei publicae administrandae in any tasks, but especially in coordinating the various forums and online venues of Nova Roma, or within the spheres of interest of Nova Roma, for example as delegated to participate among the vigiles, or as representatives sent to other organizations and communities.

I.A. I hereby appoint D. Aurelius Ingeniarius as scriba censorius to serve in the Officium Censorium in processing citizenship applications, as member of the Officium Petitionum Civitatis (Citizenship Registry Office) department, and to work on the maintenance of the census data of citizens, i.e. the Album Civium records of citizens (Census Points, offices, titles, awards, personal data, as member of the Officium Censuale (Census Office) department.

I.B. With this edict, D. Aurelius Ingeniarius is signing a Non-Disclosure Agreement, pledging to keep the privacy policies of the Nova Roma corporation and not to reveal any data from the Censorial Database except upon being instructed so by a party empowered by the bylaws of Nova Roma, Inc.

II. I hereby appoint Cn. Cornelius Lentulus in the place of A. Tullia Scholastica as scriba primarius of the Officium Onomasticum (Onomastic Office) department.

III. No oath is required for either appointment.

EDICTUM PRAEFECTI REI PUBLICAE ADMINISTRANDAE DE COLLEGIO CENSORIO EXAMINATORUM LATINORUM

According to the lex Cornelia Domitia de re publica constituenda IV.A.1, in the absence of the censors, it is the duty of the consuls to supervise the Censorial Office and its duties, and under the consuls' supervision, the praefectus rei publicae administrandae shall directly administer the album civium, which includes decisions about censorial decisions of Census Points allocations for Latin knowledge. In the absence of a valid degree or other official paper about a citizen's Latin knowledge, it shall be the duty of the Censorial Board of Latin Examiners to determine the level of Latin of the citizen who is requesting Census Points for this knowledge, as stipulated by the lex Arria de censu civium aestimando.

I. I appoint C. Tullius Valerianus Germaninus and Cn. Cornelius Lentulus, both of whom posses the required MA university degree from Latin language and literature (Classical Philology, Classics), as members of the Censorial Board of Latin Examiners. The working and functioning of the Board shall be organized internally by the mutual agreement of the members.

II. I define the Latin name of this board as Collegium Censorium Examinatorum Latinorum.

III. The lex Arria de censu civium aestimando allows for more than one Censorial Board of Latin Examiners to be established at the same time: if this is to happen, the current one should be labeled "I" ("Collegium Censorium Examinatorum Latinorum I" in full) and all subsequent ones should receive the appropriate Roman numerals in sequence of creation.
