I. The lex Cornelia Domitia de re publica constituenda mandates that a number of political military tribunes (also called tribuni militum a populo) shall be elected to fulfill functions related to the ceremonial and reenacting military of Nova Roma, which are distinct from the military tribunes as a military rank proper (tribuni militum rufuli), who promoted by commanding officers of reenactment legions.
II. Four tribuni militum comitiati a populo shall be elected by the Comitia Populi Tributa to serve a term lasting one year. They shall be magistrates responsible for promoting Roman military culture and traditions in Nova Roma, to serve and assist the autonomous or allied reenectment legions and units of Nova Roma, and to assist the higher magistrates about Roman military issues and military reenactment, especially the consuls and praetors, and the Officium Consulare, and they shall have the following honors, powers, and obligations:
- A. To hold incomplete ius coercitionis limited to be used within their duties, all of which rights and powers are restricted only to be exercised within their scope of authority, that is, to supervise, manage or execute tasks, duties and projects regarding Roman military culture and the reenactment legions of Nova Roma assigned to them by law or order by a higher ranking officer, the Senate or the Comitia;
- B. To be members of the Officium Consulare, and to have the right and duty to propose ideas for the relevant administrative tasks therein.
- C. To be responsible for the promotion of knowledge, education and information about all aspects of Roman military culture and history, and for the promotion of Roman military reenactment in Nova Roma.
- D. To supervise all state approved central sodalitates, societies and other civilian corporations except those supervised by the tresviri monetales and tribuni militum comitiati; or if they are not functioning actively and adequately, to restore them to proper function; or if there is an important subject of Roman studies about which Nova Roma does not have any society, to organize them.
- E. To supervise all state approved central sodalitates, societies and other civilian corporations which are dealing with Roman military, history of Roman army and warfare; or if they are not functioning actively and adequately, to restore them to proper function; or if Nova Roma does not have any society focused in these topics, to create them.
- 1. The tribuni militum comitiati shall serve as law enforcement officers in the forums of central official societies focusing on Roman military.
- 2. The tribuni militum comitiati shall work under the supervision, regulatory direction and authority of the consules and praetores in this capacity.
- F. The tribuni militum comitiati are under the direct military command and imperium of the consuls of Nova Roma, but they can be appointed to serve in any reenactment legion of Nova Roma at the same time, representing the consuls therein.
III. Candidates for the office of tribunus militum comitiatus shall be 18 years of age at least.
IV. The tribuni shall enter office on the Kalends of January, and shall serve until the next Kalends of January.
V. The election of the tribunes shall be conducted before the end of the year, even if the required number of candidates did not apply for office, and even if there was only one call for candidates (depending on the decision of the presiding magistrate of the election).
A. If the necessary number of people were not elected, at least one supplemental election must be held after all the higher magistrates have been elected so that all candidates who failed to obtain a higher magistracy may be able to run for military tribune.
B. The tribunatus militum shall be considered fully set and functional if at least on position is filled.
