Nova Roma has a worldwide, international central administration and a territorial organization, consisting of provincial, regional and urban subdivisions. The provincia is the highest level of the territorial organization. The Nova Roman Republic is divided into a number of provinciae. A provincia can comprise of a single country or several, or can be made up of sub-national units from a single country.
However, several citizens of Nova Roma live outside these territorial subdivisions of Nova Roma because there has not yet been a local community of Nova Roman citizens developed in that speficic country. These citizens live extra limites (outside of the borders) of the Nova Roman commonwealth, but they are nontheless part of our res publica. They can participate in the international central administration: they can run for office, be elected or appointed into central magistracies, priesthoods and other offices. They cannot participate, unfortunately, in the local country-level communities of Nova Roma, since they are living in a place where there is no such community, so they cannot hold provincial offices and positions.
Citizens living outside the provincial framework of Nova Roma are encouraged to start developing a local community, and to work toward the goal of creating the Nova Roman province in the country where they reside.
The primary representative of citizens who live outside the organized sections, the provinces, of Nova Roma, is traditionally the praetor peregrinus, the praetor who was elected in the second place during the elections. The current praetor peregrinus is C. Cornelius Barosus:
