The final decree of the Senate concerning a priority ordering of duties to be granted to Imperator Gnaeus Cornelius Lentulus


I. The senate has identified a set of critical tasks that should be completed this year. The senate requests the aid of Cn. Cornelius Lentulus, to complete these tasks.

II. In order to complete the identified critical tasks, the senate will require Cn. Cornelius Lentulus to temporarily cease various jobs and activities in the Republic. This final decree protects him, and anyone authorised to support him in these tasks. The senate establishes the following list of priority tasks that Cn. Cornelius Lentulus must complete, in order, as his only activity in Nova Roma, with the following exceptions and additional restrictions:

A. Cn. Cornelius Lentulus may continue to organise, manage and attend activities and events in European-based provinces for which he holds a governor role. This includes municipal inquires and answering inquiries from provincial citizens related to official events and activities. This does not include actioning new minor or large-scale projects within any given province. Cn. Cornelius Lentulus is encouraged to delegate as much tasking to provincial staff as possible. He may appoint new staff, as permitted under law.
B. Cn. Cornelius Lentulus remains answerable to general inquiries from the consuls, praetors and curator aerarii, in his role as praefectus rei publicae administrandae and curator rei informaticae. These officers are encouraged to engage him as little as possible during the active period of this decree.
C. Cn. Cornelius Lentulus is not prohibited from exercising any of his standard rights as a citizen of Nova Roma; he may continue to vote and debate in the senate, any comitia, and represent himself in any trial warranting his appearance.
D. Cn. Cornelius Lentulus is not permitted to undertake any activities associated with his current magistracy or any member activities with a state-sponsored or aedile-registered special interest sodalitas or collegium. He is also restricted from undertaking any activity in his capacity as an apparitor (with the exception of censorial duties). This decree waives him from any penalties he may be subject to as a result of his inactivity.
E. Cn. Cornelius Lentulus must report the completion of each task, or when commencing a second task simultaneously (as is permitted in cases below), to the consuls, providing necessary evidence or statements as to their status.
F. With the exception of the final task in the list below, all tasks must be completed within 6 months from the enactment of this decree.

III. Noting the above conditions, Cn. Cornelius Lentulus is hereby tasked with the following priority activities:

A. Utilizing existing platforms as required (like the Nova Roma Google account Google Drive), Cn. Cornelius Lentulus is to make the official live voting rolls (century and tribe) available to censorial office staff and any other offices required to have access. Publish the necessary instructions alongside with the rolls (citing extant law as required) on how these rolls are to be managed. Cn. Cornelius Lentulus may not proceed to the next task until this is finished.
B. Cn. Cornelius Lentulus is to carry out all necessary training and induction for a second scriba into the censorial office to support citizen application processing and Album Civium updates. Cn. Cornelius Lentulus may select who this new officer is. Cn. Cornelius Lentulus may not proceed to the next task until the new member has been officially appointed.
C. Cn. Cornelius Lentulus is to employ a new staff member of his choice to the Officium rei Informaticae to process all emails to the central Nova Roma email accounts (i.e. novaromacontact Gmail address). He may add additional staff from other offices to supplement this new staff member also. He should publish a procedure document as required to inform account custodians how to respond to various inquiries. This procedure document should be stored on the respective account Google Drive the staff members will now have access to.
D. Cn. Cornelius Lentulus is to aid in the Initiation of any final examinations, any testing, or induction process required, for those camilli ready for elevation or graduation to full sacerdos. Providing the necessary approved rituals from the collegium. This task also includes reviewing and appointing new camilli that have placed an application and are responsive to Collegium communication. As required, host a session of the Collegium Pontificum to officially complete their appointments. Citizens identified for elevation who do not respond to verified received instructions from Cn. Cornelius Lentulus within two weeks are deemed “not ready” and may be ignored for the purpose of this decree. As this requires responses from others, Cn. Cornelius Lentulus may proceed to the next task while awaiting responses.
E. Initiate the final induction process to induct those sacerdos who are eligible and able to enter their respective higher collegium. Providing the necessary approved procedures or guidance for the specific collegium. As required, host a session of the Collegium Pontificum to officially complete their appointments. Citizens identified for elevation who do not respond to verified received instructions from Cn. Cornelius Lentulus within two weeks are deemed “not ready” and may be ignored for the purpose of this decree. Current candidates requiring a longer program of study, or further research, should be equipped, briefed and instructed as required by the Collegium with a goal to graduate citizens before the allowed 6 months of this decree has elapsed. As this requires responses from others, Cn. Cornelius Lentulus may proceed to the next task while awaiting responses.
F. With input from Collegium members as required, produce a document that guides all authorised magistrates on the procedures to correctly take the auspices. Appreciating the sacred nature of these procedures, Cn. Cornelius Lentulus may determine the storage and distribution of this document, provided, at least, 3 citizens have access at any given time. Cn. Cornelius Lentulus may not proceed to the next task until this is finished.
G. Employ and train a new staff member, of his choice, in the Officium rei Informaticae, whose sole job is to manage and curate a list on the Nova Roma Wiki, that specifies all digital forums, online accounts, servers and digital platforms owned or associated with Nova Roma (citing who the technical administrators or owners are also). This staff member will also have the responsibility for assigning permissions each year to those citizens needing specific permissions across these digital spaces. Cn. Cornelius Lentulus may not proceed to the next task until the new member has been officially appointed.
H. Within one month of commencing this task, Cn. Cornelius Lentulus is to make a recommendation to the consuls for local governorship for the following provinces to relive him in these areas. Within this time, he is to identify and brief/train as necessary his selected replacements who will be considered by the senate. Cn. Cornelius Lentulus may not proceed to the next task until the replacements have been provided to the consuls. The provinces are:
i. America Transmississippiana
ii. Germania (to be made an independent reported province)
iii. Lacus Magni
I. Working with the censors as required, Cn. Cornelius Lentulus is to ensure the appointment of a new staff member to the Officium Onomasticum and who also attends to the Censorial Board of Latin Examiners. Cn. Lentulus is to publish a local procedures document as required to govern how he sees these roles carrying out their function. This procedural document is to be published to the Nova Roma Tabularium. Cn. Cornelius Lentulus may proceed to the next task while awaiting responses from the censors as needed.
J. Cn. Lentulus is to produce a toga draping information video(s) that will inform Nova Roma citizens how to correctly put on a toga. Cn. Lentulus is empowered to commission up to two citizens to support him in this task – those citizens being excused from their primary roles (if any) in Nova Roma to support this activity. Those citizens are protected under the power of this decree to support this task. This task also requires him to publish a document that details the blueprints and design for citizens to make their own or commission the production of their own toga virilis, tunica, angusticlavia, toga praetexta, stola etc. Any videos are to be published to Nova Roma social media and the official Roman clothing design document is to be published on the appropriate pages on the Nova Roma Wiki. Upon reaching this task, he has 2 months to complete it and may not proceed to the next task until all artefacts are published.
K. Activate and commence work with his planned ICT workgroup that has been pending for a long duration to correct key Album Civium and website issues. Develop the required ICT report for the senate, if not already submitted, and commence a program and recommendations to migrate Nova Roma to a new website and album platform. Noting the magnitude of this task, the consuls can make a decision as to when sufficient progress has been achieved to lift the restrictions of this decree.

IV. The senate must renew the elevated status of this decree every three months as required to afford the necessary protections for Cn. Cornelius Lentulus and supporting citizens. The consuls may grant at their discretion, only up to 3-months of extension, to the time limit to complete all tasks, to compensate for medical or family emergencies affecting him or his family. The Collegium Iurisprudentium, and the current magistri of the college, are hereby tasked to prioritise any request from Cn. Cornelius Lentulus that seeks any aid of formally publishing/formatting a document, or seeks to review any written procedure he writes. Upon the enactment of this decree, Cn. Cornelius Lentulus is obligated to commence tasking priorities as listed above.
