Citizens of Nova Roma are official members of the Nova Roma corporation. However, regardless of official membership, all people who identify as Romans are spiritual members of the revived New Roman nation. This renascent Roman People, consecrated as native Romans by the Pignora Imperii, is the spiritual owner of Nova Roma. This means that Nova Roma does not belong only to its official members, but to anyone who considers themselves a Roman wherever in the world, with a special emphasis of respect toward those living in the former territory of the Roman Empire, especially those of the Romance languages and nationalities.

While anyone identifying as Roman in our modern world is considered to be part of Nova Roma, only full citizenship (official membership) grants any actual legal status and rights within the res publica, the corporation of Nova Roma, and only citizens enjoy various rights pertaining to citizenship.

Several different types of citizenship - or membership - exist, with varying rights and duties under the lex Cornelia Domitia de re publica constituenda. They are the following, in decreasing order of privileges:

1. Civitas Nova Romana optimo iure: full citizenship with all civic rights

2. Civitas Nova Romana sine suffragio: partial citizenship with no iura publica

3. Civitas Latina: associate citizenship with no iura publica

4. Societas foederata: allied status with no iura publica

Although not citizens, but still part of the Nova Roman people are a 5th type: one can categorize as spiritual members of Nova Roma any individual who identifies as Roman. They are all considered part of Nova Roma, whether preliminary cives Novi Romani sine suffragio, cives Latini or socii, it depends on a case by case situation, but all are recognized by Nova Roma as members of the spiritual New Roman nation. For example, family members of existing citizens who haven't yet joined Nova Roma officially are all categorized as preliminary cives Novi Romani sine suffragio. Family members of cives Latini are categorized as preliminary cives Latini. If their names are registered by Nova Roma, they immediately obtain those statuses that were labeled as "preliminary" above.

Census-registered citizens: cives censi

Cives censi, also called "active citizens," are those who have registered in the previous census of Nova Roma which is held twice in every 5-year period, at the end of a 30-month period. Only those citizens can exercize their civic rights (membership rights) in Nova Roma who register on the census. Those who fail to register on the census, whatever type of citizenship they possess, suffer various consequences: their citizenship rights get suspended and they loose their census points which can be recovered only gradually in a 5-year long period. If a civis incensus realizes that he or she has missed the census, they should ask the Censorial Office for reinstatement of their civic rights as soon as possible.

The following types of citizens may be enjoy their privileges in Nova Roma if they register on the census:

Full citizens: cives optimo iure

The cives Novi Romani optimo iure are the full citizens of Nova Roma, and only they are official members of the Nova Roma corporation. Defined under article II.A. of the lex Cornelia Domitia de re publica constituenda, our constitution, the full citizens of Nova Roma possess all civic rights, and they have certain guarantees and protections in the exercising of these rights. Probationary citizens

All new registering citizens, applying for the civitas Nova Romana optimo iure, are committed to a probationary citizenship period in accordance with the lex Equitia de tirocinio civium novorum. Probationary citizens do not have the iura publica, the right to vote and to stand for any public office. Probationary citizens do not have a citizen ID page in the Album Civium until they complete their probationary period. The passing of a simple citizenship examination will grant them full rights, allowing them to graduate from the probationary period.

Partial citizens: cives sine suffragio

The next highest tier of citizenship, above the socii and the cives latini is that of the cives sine suffragio. The families of those that are cives optimo iure, and all spiritual members of the Nova Roman nation, either individuals or entire Roman communities, receive this partial citizenship, without the voting or membership rights, the civitas Nova Romana sine suffragio.

As an award or distinction for outstanding cooperation with Nova Roma, a Latin municipality can be raised by the Senate to the status of civitas Nova Romana sine suffragio. Such municipalities have the label civium Novorum Romanorum sine suffragio, and all of it members who are not Nova Roman citizens will automatically become cives sine suffragio.

Associate citizens: cives Latini

Often awarded through enrollment with formally recognized Nova Roman communities, individual non-citizens (peregrini) can receive this next lesser tier of associate citizenship of the civitas Latina (Latin citizenship) with the ius Latinum also known as ius Latii, which grants associate status as a close partner of Nova Roma.

The formally recognized allied municipalities, allied commonwealths or symbolic states (corporations) registered in Nova Roma, the civitates foederatae may receive the ius Latinum and the grant of civitas Latina from the Senate or the Comitia as a sign of distinguished status in relation to Nova Roma, even if none of their members are a Nova Roman citizen.

Allied citizens: socii

The socii or foederati are a type of peregrini (non-citizen) who only have the socius status, a type of allied status in Nova Roma. Not only individual citizens, but entire communities, formally recognized allied municipalities, allied commonwealths or symbolic states (these usually exists as various corporations) are defined as socii in Nova Roma according to the lex Fabia de oppidis et municipiis.

Unregistered citizens: cives incensi

Cives incensi, also called "passive citizens" are those who haven't registered on the census of Nova Roma. If a citizen fails to respond to the contact attempts within the defined period of the census, that person will be classified as a civis incensus (unregistered or disappeared citizen). They will formally retain their type of citizenship (civitas optimo iure, civitas sine suffragio, civitas Latina) or the type of their allied status (socius or amicus), but their exercise of the rights attendant thereto will be suspended, and they will not be counted among the active citizens or allies.

Disappeared citizens may not exercise any of their rights in Nova Roma until they register themselves at the Censorial Office.

Deceased citizens

Those of our fellow citizens who died as citizens of Nova Roma are held in the highest respect and Nova Roma honors them as the manes of Nova Roma, never ceasing, in our prayers and rituals.
