Edictum consulare III : Intercessio ad edictum aedilis curulis

Ex officio consul Iulius Sabinus:

The curule aedile Memmius Albucius issued an edict about Macellum rules.

I understand very well his intention to set the necessaries rules to do his job, as aedile, in the best possible way. I understand that these rules are applied in his area of responsibility.

In the same time I consider that this part of his edict Article 3:

"The "officially sponsored by Nova Roma" label is granted for Nova Roma by its aediles curules."

Because that I hereby pronnounce intercessio against the edict issued by curule aedile P. Memmius Albucius.

Edictum consulare IV : De Feriis Sementinis

M. Moravius Piscinus Horatianus T. Iulius Sabinus consules: Senatui Populoque Novo Romano, Quiritibus et omnibus: salutem plurimam dicunt:

Iubemus vos omnes bono animo esse!

Ante diem VII Idus Februarias, populo Novo Romano Quiritibus feriae Sementivae erunt; quando concepta fuerint, dies nefastus esto.

Consules edicunt, ut omnia sacella sacra aperiantur, supplicationesque Anniversario Decimo Novae Romae fiant.

The Consuls proclaim that (on this day) all shrines are to be opened and thanksgivings offered during the Tenth Anniversary of Nova Roma.

Edictum consularis V : On subscribing members of the Senate to lists

The Consuls M. Moravius Piscinus Horatianus and T. Iulius Sabinus sends Salutations to the Conscript Fathers and Mothers of the Senate, to the People of Nova Roma, the Quirites, and to All others:

With the Senate lending its support to the Consules by passage of a senatus consultus, reported by Tribuna Plebis L. Livia Plauta as of 29 Jan. 2761, the following Edictum Consularis is hereby proclaimed:

All owners of any and all email lists determined in this edictum as necessary to the administration of Nova Roma are hereby instructed to approve without exception the requests of all Senatores and Senatrices to subscribe to said lists.

Upon the advice of the Senate, the Consules may include other lists as subject to this edictum, or inform list owners of lists mentioned in this edictum that they shall be exempt from its provisions.

Where Senatores or Senatrices are not entitled to subscribe to a specified list by virtue of a magisterial or priestly office, list owners are nevertheless instructed to subscribe members of the Senate upon their request, although the list owners may under such circumstances subscribe members of the Senate as moderated observers.

Not to be included in this edictum shall be any private lists of a semi-public nature, such as lists established by magistrates to hold discussions with their advisors and appointees. This provision does not, however, exclude privately owned lists of priestly officers whose lists have already been determined by senatus consultus as necessary to the administration of the religious institutions of Nova Roma, and are thus specified in the senatus consultus and this Edictum Consularis IV.

Ex officio consularis

M. Moravius Piscinus, Consul et Pontifex, M. Cassio Juliano, Pontifici Maximo, Pontificibus et Auguribus SPD:

In accordance with the senatus consultus approved by the Senate, and reported by Tribuna L. Livia Plauta on 29 January 2761, Senate Agenda Item VII of the January Senate Session, 2761, and in accordance with Edictum Consularis IV that has been issued by the Consules this day, you are hereby instructed to subscribe all Senatores and Senatrices who, since 1 December 2760, have requested that they be subscribed to the lists named below, but who, through the neglect of their duties by list owners, had their requests allowed to elapse.

Edictum consularis VIII : Call for governors

Ex officio consularis.

I. In conformity with Nova Roma Constitution V. C:

"The Senate may, by Senatus Consultum, create provinciae for administrative purposes and appoint provincial governors therefore, who shall bear such titles as the Senate may deem appropriate. The Senate may review each governor on a yearly basis and it remains in the discretion of the Senate whether or not to prorogue such governors, although this review shall not constitute a ban on the authority of the Senate to remove governors from office as its discretion. Governors shall have the following honors, powers, and obligations:

1.To hold imperium and have the honor of being preceded by six lictors solely within the jurisdiction of their respective provinciae;
2. To proclaim those edicta (edicts) necessary to engage in those tasks which advance the mission and function of Nova Roma, solely within the jurisdiction of their provinciae (such edicts being binding upon themselves as well as others);
3. To manage the day-to-day organization and administration of their provinciae;
4. To appoint officers to whom authority may be delegated, subject to those restrictions and standards as the Senate shall deem appropriate;
5. To remove officers whom they have appointed, or make changes to their titles and/or delegated authority, subject to those restrictions and standards as the Senate shall deem appropriate."

I call for candidates to stand for the office of governor of Nova Roman provinces. The Nova Roman Senate will appoint the governors at its own discretion during the next Senate session.

II. Candidates should be citizens, assiduii and meet all the requirements stipulated by the laws of Nova Roma: minimum standarts for appointment and lex Iunia de magistratuum aetate

The statement of governors who indicated in the annual report to Senate their wish to be prorogued for another term of office is already registered. Citizens who apply for governorship for the first time must present in their statement of candidacy a brief description of their activities and experience within Nova Roma.

M. Moravius Piscinus Horatianus et T. Iulius Sabinus consules: patribus matribusque conscriptis, Senatui Populoque Novo Romano, Quiritibus, et Omnibus: s. p. d.:

Dona Novae Romae a civibus singulis data semper optime accipiuntur.

Quaesimus vos has regulas sequi, cum donatis, ut ne dubitatur, quin pecunia in suum locum adveniat.

Notae alicuius pecuniae tributo datae adscribantur, quae approbent eam esse pro tributo, et contineant provinciam, nomen Romanum et macronationalem eorum, pro quibus haec tributa dantur.

The Consuls M. Moravius Piscinus Horatianus and T. Iulius Sabinus sends Salutations to the Conscript Fathers and Mothers of the Senate, to the People of Nova Roma, the Quirites, and to All others:

Donations to Nova Roma from individual citizens are always welcome.

To insure that the money goes to the intended project or fund please observe these guidelines when making donations.

Any funds donated for the payment of taxes must state that they are for taxes and include the province, macronational name, and Nova Roman name of the person(s) for whom taxes are being paid.

Any funds donated to the Magna Mater project or any other named project must include the name of the project (e.g. "Magna Mater").

Any funds donated to the Scholarship fund must specify "Scholarship Fund."

Any Funds donated that are not designated to a specific fund shall be deemed a general donation and shall be placed in the general treasury for whatever use as the Senate of Nova Roma may determine.

Edictum consularis X : De Concordiae pro L. Cornelio Sulla

In accordance with the Senatus Consultum of 28 January 2761 on setting an expiration date on the reprimand previously issued to Censorius Lucius Cornelius Sulla Felix:

Be it known by all citizens of Nova Roma and by all others that the Senate of Nova Roma determined that the reprimand was expiated by a lapse of time since his transgression. Further, the Senate had set this date, on the 2375th anniversary of the Dedication of the Temple of Concordia by Gnaeus Flavius, as the date on which the previous action by the Nova Roma Senate against Lucius Cornelius Sulla Felix now expires.

Long ago Lucius Cornelius transgressed against the sanctity of the Senate's deliberations. But it was soon afterward that he redeemed himself, serving Nova Roma as Quaestor before entering the Senate on his own merit. He served as a Praetor, Consul and Consul suffectus, Censor and Censor suffectus, and he served two years as a Proconsul of California.

While in these offices Lucius Cornelius Sulla Felix passed a good number of laws. One need only look in our tabularum to view the many Leges Corneliae. He truly became the great legislator of Nova Roma.

In the early years of Nova Roma Lucius Cornelius Sulla was a charming host who recruited more new Citizens than most, and thereby built up the largest gens. A matter of pride for Lucius Cornelius Sulla as Censor in 2753 AUC was for Nova Roma to reach its first thousand Citizens. For the many accomplishments he achieved he then adopted an additional cognomen of Felix.

Rightly and justly therefore has the Senatorial reprimand of Lucius Cornelius Sulla Felix expired.

Edictum consularis XI : De Concordiae pro A. Mario Peregrino

In accordance with the Senatus Consultum of 28 January 2761 on setting an expiration date on the reprimand previously issued to the former Citizen currently known as Aldus Marius Peregrinus:

Be it known by all Citizens of Nova Roma and by all others that the Senate of Nova Roma determined that the reprimand was expiated by the lapse of time. Further, the Senate had set this date, the 2375th anniversary of the Dedication of the Temple of Concordia by Gnaeus Flavius, the first Plebeian Aedilis Curulis, as the date on which the previous action by the Nova Roma Senate against the person now known as Aldus Marius Peregrinus now expires.

This matter is not simply one of forgiving and forgetting past events, for Aldus Marius Peregrinus, as he is known to us today, although not presently a Citizen of Nova Roma, continues to work tirelessly for our Res Publica Libera, and continues to diligently promote Nova Roma to others in the greater community of Roman enthusiasts, of which Nova Roma is part.

Aldus Marius Peregrinus continues in a role for which he is so fondly remembered, greeting new Citizens, answering their questions, offering them advice and information. He is a valuable addition to our New-Roman List.

Aldus Marius Peregrinus extended valuable service to the Res Publica in working to develop friendly relations between Nova Roma and the Societas Via Romana, between our Res Publica and the Roman Way, most specifically for his part in arranging and promoting the feriae Latinae of April 2761. While attending the joint meeting in Austin, Texas, he acted to promote accord between the attendees to these feriae for Jupiter Latiaris, these being representatives of Nova Roma, SVR and TRW.

Aldus Marius Peregrinus, ever holding the Roman Outpost, continues to work for the reputation of our Res Publica Libera, putting to rest rumors and falsehoods about Nova Roma through his patient explanations. Since the time that the Censores apologized to him last year, Aldus Marius Peregrinus has become Nova Roma's best and most prolific, if unofficial, ambassador to the greater community of Roman enthusiasts.

Inside Nova Roma Aldus Marius Peregrinus has been a model contributor to our website. He helps to fill in details of an episode of our history, for which he has written from a balanced point of view. He has taken pains to find primary sources and to document his statements. He has been a cooperative editor, accepting the suggestions of other members of the NRwiki team. More than that, he has been an exemplary wiki-citizen by strictly following our rules and guidelines and by seeking advice in uncertain areas.

Aldus Marius Peregrinus has not been a vanity editor, working on material pertaining only to himself, but he has also made helpful suggestions about our procedures. He has pitched in on the tedious behind the scenes work, for example, graphics editing, that earns no glory but that contributes to the smooth running and cohesiveness of our website.

His tone there has always been positive and helpful. Aldus Marius Peregrinus has been in every way a model participant and I personally have found it a great pleasure to work with him.

Aldus Marius Peregrinus has shown by his faithfulness, diligence, and persistence to be everything we would ever wish to see in a Citizen of Nova Roma. He is a worthy example of Romanitas to all Citizens of Nova Roma, and truly a beacon to the rest of the World on what it means to be a Citizen of Rome.

I hereby call for candidates to stand for election to the ordinary magistracies of the Comitia Centuriata and the Comitia Populi Tributa.

Anyone wishing to serve in any of these positions must have been a citizen for at least six months by Kal. Ian. MMDCCLXII (January 1st, 2009) and be an assiduus (tax-paying) citizen. I will convene the comitia for the elections at a later time in November, but candidates are welcome to announce themselves and begin campaigning if they wish.

Edictum consularis XVIII : De rogationibus

As we are all aware, problems in our election system have arisen once more this year. The Consules have been meeting with other magistrates and concerned Citizens to address the problems. We are exploring the options available to us that will allow us to avoid such problems in the future. However, the problems with our current elections cannot be easily or swiftly resolved. If the elections were halted now, then we would be unable to hold new elections before the terms of office of our current magistrates would expire. We face once again a situation as in past years where the Res Publica would be left without any magistrates to deal with this problem.

Therefore, as the presiding magistrate of the elections currently being held in the Comitia Centuriata and in the Comitia Populi Tributa I am issuing the following edictum.

  • I. All of the proposed Leges Moraviae Iuliae are hereby withdrawn. It has been pointed out to me that all votes cast in favor of these proposals have not been forwarded to our Diribitores by the cista. The vote on the proposed leges are therefore corrupted. The Diribitores are instructed to disregard all votes cast on the proposed leges Moraviae Iuliae.
  • II. Voting in the Comitia Centuriata and in the Comitia Populi Tributa on magisterial elections shall continue with the current cista. Although there is some irregularity with the way that the ballots were set, these do not compromise the vote itself. The Diribitores are receiving the votes, and they are able to determine the vote.
  • III. All voters are instructed to disregard the instructions found on the ballots. In the Comitia Centuriata and the Comitia Populi Tributa you can only vote for those candidates that you approve. You cannot vote "no" to a particular candidate. Also voting procedures in these two comitia do not allow votes of "absentio." Only in the Comitia Plebis Tributa are abstentions allowed. In effect, leaving a candidate blank is a "no" vote. If you write-in "no" or cast an "absentio" vote, your vote will be disregarded, but in effect it will amount to a "no" vote.
  • IV. For the elections being held in the Comitia Populi Tributa, the Diribitores are instructed to count only the first vote cast by any individual voter code. Following the procedures of years past, voters cannot change their vote once it is sent to the Diribitors. The cista will, however, allow you to review your vote before you send it on to the Diribitores.
  • V. For the elections being held in the Comitia Centuriata, since we have received many votes out of sequence, I am instructing the Diribitores to follow the procedures used in the past. Any voter code that votes out of turn shall have that vote disregarded. The Diribitors are instructed to post the voter codes of all who vote outside the time period allotted for their Class. The voters who voted out of turn will then be instructed to vote in their proper period. Only those votes cast in the proper sequential order, (that is, when your voting class is called upon to vote) shall be counted. Only the first vote cast in the proper period counts. No one is permitted to change his vote by casting additional ballots later.

This Edictum Consularis XVII de rogationibus takes effect immediately.
