Cn. Iulius Caesar was a censorial and consular senator, residing in Canada Ulterior. He is held responsible as one of the chief architects of the so called Second "Civil War" of Nova Roma, and as the primary perpetrator of the coup d’état of Caesar and Sulla and the subsequent Third "Civil War" of Nova Roma.

Cn. Caesar was one of the most talented public speakers, theoretical thinkers, Nova Roman jurists and political strategists who made an impressive career in Nova Roman politics to become what would be the equivalent of an informal monarch. Besides his controversial role, several precise and valuable legal regulations and bureaucratic solutions can be thanked to his work in Nova Roma. He was awarded the agnomen "Sagax" by censor Ti. Galerius Paulinus in L. Sulla (III) cos. sine collega MMDCCLXVI a.u.c. for his intellectual virtues and work in Nova Roman politics. Part of his sagacious charisma he was famous for was his wit and sarcasm which gained him popularity in the early years, however, the other side of these oratorical skills was the destructive force of vitriol and talent in character assassination which he was also famous for, and which gained him many enemies, eroding his popularity over the years.

With the substantial help and support of L. Cornelius Sulla Felix, C. Equitius Cato and the so called "Sullans" or "Back Alley Faction", he rose to absolute power during the series of internal conflicts that is referred to as the Second "Civil War" of Nova Roma, transpiring between M. Curiatio M. Iulio cos. MMDCCLXII a.u.c. - P. Memmio K. Buteone (II) cos. MMDCCLXIII a.u.c..

Together with L. Sulla, Caesar ruled Nova Roma as quasi monarchic ruler between P. Ullerio C. Equitio cos. MMDCCLXIV a.u.c. - M. Pompeio Sex. Lucilio cos. MMDCCLXVIII a.u.c.. On a.d. XV Kal. Dec. M. Pompeio Sex. Lucilio cos. MMDCCLXVIII a.u.c., they committed a coup d'état, and proclaimed him as "dictator", illegally, and Sulla as "magister equitum". This move turned the overwhelming majority of the active citizens against them, and a huge movement of "Liberators Saving Nova Roma" was formed against their illegal dictatorship. Cn. Caesar and L. Sulla lost the Third "Civil War" of Nova Roma they had initiated by the coup, and after admitting defeat, Caesar renounced his citizenship in Nova Roma on prid. Id. Oct. C. Claudio T. Domitio (II) cos. MMDCCLXXI a.u.c., leaving Sulla as the sole leader of the Coup Faction.

Positive contributions of Cn. Caesar continue to be kept in respect, and, in the Roman spirit of historiography "sine ira et studio" (Tacitus), the best memories of his legacy are preserved for the next generations of Nova Romans. Cn. Caesar wrote Nova Roma Reborn, a discussion paper on how to expand and structurally re-organize Nova Roma; he is the co-author of Nova Roma Onward, which is a paper on the long term goals for Nova Roma and how to realize the concepts in the Declaration. He is also the author of Reflections on the mos maiorum. Many of Cn. Caesar's theoretical ideas were used in the formation of the "Roman Republic" Organization, a splinter group which was founded by disgruntled citizens of Nova Roma as a reaction to Caesar's coup d'état.
