Provincial Strategy
The provincial strategy is the ongoing plan set forth by the governor to advance the province and grow Nova Roma in the region, meeting the objectives of the declaration and constitution. This public document serves as an insight into the driving factors and activities the provincial leadership team are managing to further develop Nova Roma in our region.
Provincial Reporting
The following is the available public reports on the status of the province. Provincial reports are to present a status overview of the province to the senate on the previous 12 month period, delivered by the Kalends of February each year in accordance with the Senatus consultum de relationibus praesidum provinciarum. The report must include evaluation criteria in accordance with Senatus consultum de provinciis ordinandis.

Australia Nova Romana Association
Australia Nova Romana (ANR) is the name given to the association in Australia that represents the Nova Roma Oceania chapter and subsidiary in the region. It is presently an unincorporated association by Australian legal definition.
To meet our obligations under the Australasian Living History Federation (ALHF) and to satisfy the local state law requirements for a not-for-profit (planned), ANR now maintains official association rules. These rules are designed to only be the basic bare-minimum framework required under local law, simply describing how we already do business as Nova Roma provincially, adapted to the legislation of Nova Roma and paying credence to the authority of the Nova Roma senate.

Australasian Living History Federation
ANR now provides public liability insurance to citizens resident in Australia. The Australasian Living History Federation (ALHF) recognizes ANR as an association within Australia. Unfortunately, citizens resident in the New Zealand cannot yet benefit from this membership. For a small fee (approximately $25 AUD) induvial citizens may become members of ALHF through ANR and be permitted to conduct public activities with liability coverage and be authorized under Australian law to carry authentic Roman weapons and artifacts, such as a gladius, hasta-tipped vexilla, fasces etc. Citizens can also be authorized to conduct public displays and religious sacrifices utilizing fires or fire sources.
Citizens can apply for membership with ALHF at any time by contacting the provincial praetorium.
Request for Event or Activity
Citizens can now plan with, and have their public events endorsed by, ANR (the governor and his staff) to have their event covered by ALHF supplied insurances. Citizens should lodge the following application to the praetorium to host an event:
- Provincia Australia - Request for Event or Activity Approval (Word version is available, contact the praetorium)
Citizens and Nova Roma municipalities in Provincia Australia should use this application if hosting an event or activity:
- a. in public, for the public or on public property;
- b. that uses any form of weapon (real or perceived);
- c. that will use any fire or open flame;
- d. that uses any vehicle, plant or motorised implement;
- e. that includes any actions considered risky or dangerous;
- f. when 10 or more members are planned to attend;
- g. where there is doubt about the safety of attending members;
- h. where the organisers deem liability coverage is necessary.
Municipality Documentation & Reporting
Formal documentation and registration of municipalities are managed in accordance with Edictum 73.05 - Edictum provinciale de albis vicorum municipiorumque. Access to legal documentation and legislation of formal local communities in the province can be found on the Australia Nova Romana provincial website or by contacting the praetorium.
Online Research and Resource Repository
The praetorium manages a small collection of online, freely available public ebooks and articles on various Roman subjects. Access is exclusive to provincial citizens and can be granted upon request by contacting the praetorium.

The Cohors Praetoria
The following is an overview of the list of positions considered available by the current governor. Note that positions are only officially established once an incumbent is appointed. Appointments are made under the authority of the Governor, in accordance with V.C.2 of the lex Cornelia Domitia de re publica constituenda.
All applicants interested in a provincial role must engage with the listed contact for the particular position of interest. Correspondence concerning a position should include the following information:
- Full Nova Roma citizen name.
- Nova Roma Citizen ID.
- Nova Roma citizenship application date.
- Nova Roma Album Civium entry web link.
- Best way to contact you.
- Why you are interested in the position.
- The city and postcode of where you live.
All applicants must be registered as a citizen for at least 6 months and ideally be considered a permanent resident (although not mandatory) within Provincia Australia (Australia and New Zealand). Each applicant will be required to participate in an online personal interview with the governor or their representative.
- Information on Census Points awarded for provincial public service details may be found in section III.A.7.d. Service points For Promagistrates and Provincial Offices and III.A.7.e. Service Points For Municipal Offices within Lex Arria de censu civium aestimando. Citizens may hold more than one provincial position, but get points for the highest one only.

- The governor's consilium provinciae is an advisory body, traditionally made up of senior provincial staff. It is considered honorary and a position of influence in Provincia Australia to have a seat in this inner circle.
- Senatus consultum de praesidibus provinciarum enables the governor to appoint up to two legates, a right normally only reserved for the senate.

They are well versed in all office positions and can provide services or support where subordinate staff are otherwise unavailable. They can also represent the governor in senior meetings and relations back to central government magistracies. I. In my capacity as propraetor Australiae, bestowed upon me by the senate under senatus consultum ultimum de rectoribus provinciarum, prorogued for the current term under the senatus consultum de prorogatione et de relatione praesidum provinciarum, with the authority granted to me under the lex Cornelia Domitia de re publica constituenda, I may proclaim those edicta (edicts) necessary to engage in those tasks which advance the mission and function of Nova Roma.
II. It is with distinct pleasure that i have the opportunity to declare a new partnership with legio II Augusta of the National Military Reenactors Group (NMRG). Pursuit to the memorandum of understanding, signed Non. Sept. M. Cotta c. Petronio cos. ‡ MMDCCLXXVII a.u.c., legio II of the Australian Capital Territory is hereby recognised as an allied military reenactment unit of the exercitus populi Novi Romani quiritium, in accordance with the lex Aurelia de legionibus. Operating autonomously under their own constitution, legio II, and I, as governor of the encompassing Nova Roman province, accept the rights, privileges and obligations of an allied military reenactment unit, as so stipulated in the respective articles of the lex.
III. I admire the professionalism and dedication of this legion, here in the Australian Capital Territory. This unit has some of the most experienced reenactors and latinists regionally. As the local representative of Nova Roma, I look forward to our joint partnership going forwards and sharing in the living-history and revivalism of ancient Rome.
IV. The authority for such appointment and decree emanates from the lex Aurelia de legionibus and will remain in effect until either party retracts the memorandum signed by all parties which outlines the specific application of this lex.

Provincially, he is responsible for the implementation and upkeep of the recognition by the Australasian Living History Federation (ALHF), providing an additional local coverage for citizens. He has also worked tirelessly in the local region in generating valuable community spirit and character, hosting activities for the growing number of citizens in the Melbourne region. He is a valuable part of the provincial team and I sincerely thank him for his loyalty, dedication, righteous feedback and display of Roman values.
IV. Awarded the Præmium Provinciale pro Excellentia Academica (Provincial Academic Excellence Award), I am most pleased to congratulate Tullia Sentia Silvana. She was able to bring her academic prowess in archaeology to bear and share her knowledge through a distinctly informative presentation on ‘Magical Gems and Jewellery From Bronze Age Greece to the Roman Empire’. Complete with an excellent presentation style, she was also more than willing to answer questions and converse with citizens to increase their knowledge in another aspect of ancient Rome. Tullia Sentia has also participated in other provincial activities and competitions previously and stands as a valued long-time citizen of the region.

Edict for the Governor’s Annual Provincial Achievement Awards
I. In my capacity as Praetor Australianus, bestowed upon me by the Senate under senatus consultum ultimum de rectoribus provinciarum, with the authority granted to me under the lex Cornelia Domitia de re publica constituenda, I may proclaim those edicta (edicts) necessary to engage in those tasks which advance the mission and function of Nova Roma.
II. Under the framework of the lex Arria de censu civium aestimando, I hereby establish the following set of annual provincial awards. These declarations of recognition are to honour those provincial and appointed citizens who further the development and growth of Nova Roma in Provincia Australia and embody the Romanitas and Mos Maiorum locally within any given year. These awards are being established now to provide citizens a clear goal to work towards opportunities and present themselves for future recognition.
III. Not all awards need to be filled and a citizen cannot receive more than two awards in the series in any given year. Subject to the oversight of the ‘Census Point Jury Panel of Quaestors’, the following annual awards are to be announced in the fourth quarter each year during the Ludi Plebeii (Plebeian Games) or Saturnalia, via governor edict. These awards are considered an ‘Award for Nova Roma achievement’ as permissible to be granted by governors under III.F.3 of the lex Arria de censu civium aestimando. Provincial citizens can be recognised for any of the following awards:
- A. Civis Provincialis Hujus Anni (Provincial Citizen of the Year) – The premier award of the year, citizens are nominated by a vote of the Consilium Provinciae. This prestigious recognition is to acknowledge the superior dedication of any one citizen who fosters community among other local citizens and makes extraordinary contributions to grow Nova Roma in the region. The nominee should demonstrate valued Roman leadership qualities and be considered a role-model in the province.
- B. Præmium pro Excelso Vicomagistro (Outstanding Local Community Magistrate Award) – Through direct nominations from a recognised local municipality to the Consilium Provinciae, or as otherwise determined by the Consilium Provinciae, one or both local elected magistrates are eligible to receive the award. This award is to recognise outstanding efforts of a magister vici or duumvir in building rapport, community and generating interest in the Romanitas in their community. It is to acknowledge extraordinary effort and dedication to the role and recognise their outstanding demonstration of Roman virtues.
- C. Præmium pro Longo Servitio in Prætorio (Praetorium Long Service Award) – To honour the long-term dedication of any one citizen who actively and effectively fulfills an appointed office in the Praetorium or serves consistently in various local community magistracies. A citizen has to have served, at least, 5 years consecutively in one or more provincial roles to be eligible. A citizen can only receive this award once in a given 5-year period.
- D. Præmium Provinciale pro Excellentia Academica (Provincial Academic Excellence Award) – Judged by the Consilium Provinciae, citizens can submit Roman and classical themed works produced over the year. Entries for consideration can be original works produced for the purpose of the award, or have been previously submitted in the course of other studies. Submissions can include, essays, compiled research, books, articles, papers, or even presentations. Entries are judged based on originality, use of sources, quality of argument, presentation style and grammar.
- E. Commendatio Propraetoria pro Artibus (Governor’s Commendation in Creative Arts) – Judged by the Consilium Provinciae, citizens can submit Roman and classical themed works produced over the year. Entries for consideration can be original works produced for the purpose of the award, or have been previously submitted in the course of other events, projects or competitions. Entries are judged based on originality, inspiration of work, complexity, use of resources and historical accuracy (where relevant).
- F. Præmium pro Servitio Militari Distincto (Military Distinguished Service Award) – Awarded to a legionnaire or military officer of a recognised Nova Roma military unit or group. A candidate for this award must have contributed to the growth of Nova Roma and demonstrated a commitment and prowess in military activities run by or in conjunction with Nova Roma. They should demonstrate outstanding leadership and have proved themselves in distinguished service in pursuit of the objectives of the Republic.
IV. On the last day of the year there is a final presentation. The Præmium Propraetorium pro Servitio Meritorio (Governor’s Meritorious Service Award) – awarded by the governor to an appointed member of staff in the Praetorium. This award is considered an ‘Award for excellent service in the year’ in accordance with III.F.2 of the lex Arria de censu civium aestimando. This is bestowed to honour the meritorious efforts and quality work by a member of staff who has made personal sacrifices, achieved significant outcomes, or delivered a large project (or multiple projects) for the province.

III. “Twitch” is a video live streaming service operated by Twitch Interactive, a subsidiary of Amazon.com, Inc. Introduced in June 2011, the site primarily focuses on video game live streaming, including broadcasts of esports competitions, in addition to music broadcasts, creative content, and more recently, "in real life" streams. Content on the site can be viewed either live or via video on demand. As of February 2020, it had 3 million broadcasters monthly and 15 million daily active users, with 1.4 million average concurrent users.
IV. It is intended that, upon obtaining ‘Twitch Affiliate’ status, the channel is to be offered to the Senate of Nova Roma so that the Republic would benefit from subscription funding that is received via this channel. Through negotiations, and if then sanctioned by higher magistrates or the Senate body, I, as the current channel owner will convert the accounts as necessary to relinquish control for the benefit of the Republic. Control would then be ultimately governed by the Praetors like other Nova Roma forums, unless otherwise determined by the Senate.

I. II. As has been the custom in Nova Roma for years, provinces often adopt their own identifying flag or banner to represent their part of the Republic. I am pleased to formally announce and declare the Provincial Flag for Provincia Australia. It shall be adopted as the brand and logo for Nova Roma in Oceaniae.
III. It shall use the same colours as the Nova Roma flag; featuring Australia and New Zealand on a red background, with a golden S.P.Q.R. centered within a simple wreath. Above the central images shall read the words 'Nova Roma', with 'Australia' written underneath. It shall adopt the same aspect ratios as the Nova Roma flag when flown or used together. The design is intended to look similar to the Nova Roma flag and that of similar existing provincial designs including Italia, Gallia and Brasilia.
IV. The Provincial flag will always remain subordinate to the Nova Roma flag. When both are flown together, the Nova Roma flag takes precedence and shall be flown first from the left, with the provincial flag to the right. If in a moving parade or event, the Nova Roma flag should always lead. Where possible, the Nova Roma flag or vexillum must also be paraded if the Provincial flag is to be present for an event.

Lentuli Alexandri in Australia, and with the mandate to represent Nova Roma in my name and under proconsular power and authority. He has the special mandate to recruit citizens, recruit cooperating reenactment groups, and to establish a living and working community of Nova Romans in Australia.
IV. In addition to the previous office, I hereby appoint D. Aurelius Ingeniarius as the vice-governor of Provincia Australia, with the title praefectus provinciae Australiae administrandae. In this capacity, he reports to governor M. Nero legatus pro praetore Australiae, and secondarily, to me as his shared supervisor. His task is to govern Australia in lieu of the incapacitated governor, unless and until the governor becomes actively governing or instructs him otherwise. In case of need, I reserve the right to intervene, but intend not to, unless absolutely needed.
V. Oath of office is required, this edict takes effect immediately.
